It encourages organisations to get they people they serve to participate in the development and delivery of the project. The award operates at Bronze, Silver and Gold levels, with each level having a specific set of standards that an organisation has to prove it fulfils, e.g. how it gives recognition; having up to date participation policies; using clear language; evidence of feedback from service users; adoption of the Youth Charter etc.
